According to the national-security legal outlet Just Security, Trump's effort to pressure Ukraine into investigating Joe Biden was launched through a disinformation campaign whose "first and chief propagator was John Solomon," whose work the Washington Post characterized as advancing "a flawed, Trump-friendly tale of corruption in Ukraine." The Columbia Journalism Review, as early as 2012, concluded that Solomon "has a history of bending the truth to his story line" and "distorting facts and hyping petty stories."

The specific claims that form the backbone of Solomon's election-related output collapse at the evidentiary level. His Ukraine-Biden reporting, which served as a critical predicate for Trump's first impeachment, relied heavily on Ukrainian prosecutor Yuriy Lutsenko as a source — but the State Department labeled charges in Solomon's initial article "an outright fabrication," and Lutsenko himself later disavowed Solomon's reporting, saying that Hunter Biden "did not violate anything" and that his own statements to Solomon about a do-not-prosecute list were false. A 2022 review by eight conservative legal experts of 64 cases in six swing states concluded that Trump and his allies "simply didn't provide evidence of widespread election fraud." The Cybersecurity and Infrastructure Security Agency, part of the Department of Homeland Security, stated on November 12, 2020, that "there is no evidence that any voting system deleted or lost votes, changed votes, or was in any way compromised."

There is a legitimate underlying concern being exploited here.
