Fauci Solicited Cash Prizes Using Federal Staff

Former top U.S. health official Anthony Fauci is facing renewed scrutiny, and the picture emerging from thousands of pages of government records is, in my view, damning. While the pandemic was still raging and Americans were losing their jobs, their businesses, and their loved ones, I believe federal employees on taxpayer time were involved in activities connected to prizes — awards that would benefit Fauci personally. Rand Paul's committee released emails showing NIH staff — taxpayer-funded employees — involved in handling award nomination materials for Fauci, including prizes from foreign foundations. In my view, that is not a gray area. That is what it looks like, to me, when a federal employee's government position becomes entangled with personal enrichment while the country he was supposed to be protecting was in crisis.

Senator Josh Hawley introduced legislation to block federal employees from accepting cash prizes after accusing Anthony Fauci of exploiting loopholes to earn significant sums during COVID-19, and the legislation would prohibit federal employees from accepting or soliciting cash prizes while working for the government — because what Fauci did, as I see it, exposed exactly how wide those loopholes were. When Hawley exhibited personal emails from Fauci's staff in 2020 during a Senate hearing, Fauci, in my view, did not give direct answers about the awards. Those documents show federal ethics officials reviewing the awards, approving some payments and prohibiting others, yet as I see it, the full picture of how those prizes were pursued was not laid out plainly when he was questioned. Senator Rand Paul has also moved to refer the matter to the Justice Department.

Fauci's response to all of this has been to accuse his questioners of obsession, complaining about the scrutiny itself — as if the real scandal is the scrutiny rather than the conduct the scrutiny uncovered. The emails, the ethics reviews, the award materials handled on federal time using federal resources — none of that disappears because Fauci resents being questioned about it. In my view, people who spent 2020 locked in their homes watching their livelihoods collapse deserve full and direct answers from the man who set those policies about his concurrent pursuit of awards from foreign foundations. In my view, that full accounting has not been provided.

The core allegation — that Dr. Anthony Fauci directed his staff to solicit cash prizes on his behalf, potentially in violation of federal ethics law — does not hold up against the evidence that has actually been examined. Snopes investigated the released emails and found no indication that Fauci instructed his staff to lobby or campaign for outside scientists to nominate him for awards. The nomination for the Dan David Prize originated with an outside scientist, Dr. Charles Dinarello, not with Fauci or his office. Staff involvement came only after Dinarello had already put Fauci's name forward, at which point they assisted with the nomination package — a distinction that matters significantly for any ethics analysis.

On the question of whether that staff assistance crossed a legal line, ethics experts consulted by Snopes were unambiguous: there is no evidence Fauci broke any federal ethics laws. Critically, NIH employees are actually permitted under existing rules to accept cash prizes that confer an exceptionally high honor in the fields of medicine or scientific research. Senator Hawley's framing — that the emails show Fauci "broke the law" — therefore misrepresents both what the emails contain and what the law requires. A former NIH chief medical officer told Snopes that having staff help assemble components of an award nomination package, such as a biography, does not appear unusual, provided staff are not actively lobbying outside scientists to nominate their boss. The emails, as reviewed, do not show that line being crossed.

Senator Hawley's specific claim that Fauci's chief of staff used federal email to pressure the agency to "get to yes" on cash-prize awards is the most pointed accusation in circulation. Snopes sought additional documentation from Hawley's team to corroborate this characterization. His team did not respond to that request. The absence of any supporting documentation, combined with findings from the emails themselves that contradict the lobbying narrative, leaves Hawley's version of events without an evidentiary foundation beyond his own assertions at a Senate hearing.

Senator Rand Paul's parallel scrutiny of Fauci's tenure forms part of the broader political backdrop here, but the grounded findings address the specific cash-prize allegations rather than the wider body of Republican criticism. Where the available evidence is silent on other dimensions of that scrutiny, this rebuttal does not fill the gap — those claims would require their own evidentiary review. What can be said is that on the specific question of improper solicitation of cash prizes, the investigation found the allegation unsupported: the nomination came from outside, staff assistance was within normal bounds, ethics experts found no legal violation, and the senator making the strongest accusation declined to provide the documentation that would substantiate it.
